Regulations of Admission for training
in Establishment of education “College “Danalyk”, the realizing educational programs of technical and professional education for 2018-2019 academic year
General provisions
- These rules of inclusion on training in Establishment of education “Danalyk College (further — College), realizing educational programs of technical and professional education (further — Rules) establish a reception order on training in College according to the Law of the Republic of Kazakhstan of July 27, 2007 “About education” (further — the Law), the Resolution of the government of the Republic of Kazakhstan of January 19, 2012 No. 130 “About the approval of Sample Regulations of Admission to training in the organizations of education realizing educational programs of technical and professional education (the changes and additions approved by the Resolution of the government of the Republic of Kazakhstan of May 12, 2016 No. 288), the Order of the Minister of Education and Science of the Republic of Kazakhstan of April 14, 2015 No. 200 “About the approval of standards of public services the public services rendered in the sphere of technical and professional education”, the Resolution of akimat of the city of Astana of August 6, 2015 No. 107-1346 “About the approval of regulations rendered by the organizations of technical and professional, postsecondary education”.
- In College the citizens of the Republic of Kazakhstan, foreign citizens and persons without citizenship having the main average (the basic the general), the general average (an average the general), technical and professional (initial professional and average professional), postaverage, the highest (the highest professional) education are accepted.
- Training of specialists is carried out only on day form of education.
- Reception on training is made on a contractual basis about paid training and about a payment procedure.
- At entrance in the college the decision of founders provides privileges in an individual order.
- For the persons having technical and professional, postsecondary, higher education a form of passing entrance examinations is established by college.
A reception order on training in College, the realizing educational programs of technical and professional education. Organization of documents acceptance and holding entrance examinations
- For reception of applications of entrants on training, holding entrance examinations and transfer in the list of students the selection committee which begins the work no later than June 1 is framed.
The chairman, the responsible secretary, members of selection committee are a part of selection committee of College.
- Questions of the organization of work of selection committee of college on reception of persons with departure to regions decides on training in coordination with authorized body of the respective sphere.
- Information on results of transfer is brought to the attention arriving on full-time courses till August 30 selection committee by placement at information stands.
- Reception of applications of persons on training in college is carried out on full-time courses from June 20 till August 20.
- To the application for admission on training in College, arriving attach the original of the document on education, the medical certificate in a form No. 086-U with the application of a X-rays shot(for disabled people І and the II group and disabled people since the childhood the conclusion of medico-social examination), the deputy approved by the order. The Minister of Health of the Republic of Kazakhstan of 23.11.2010 No. 907, the certificate of uniform national testing or complex testing (in the presence), 4 photographs of 3х4 in size.
Identity documents of arriving, are shown personally, parents or lawful representatives.
Foreigners and persons without citizenship submit the document defining them the status with a mark about registration in the place of residence:
1) the foreigner — the residence permits of the foreigner in the Republic of Kazakhstan;
2) the person without citizenship — the certificate of the person without citizenship;
3) the refugee — the refugee certificate;
4) the person who is looking for a shelter — the certificate of the person who is looking for a shelter;
5) oralman — the certificate of an oralman.
Statements from arriving are registered in magazines of registration of college on forms of education.
To arriving the receipt on documents acceptance in a form is issued, under the appendix of the standard of public service.
The people who bring the certificate of complex testing (the graduates of last years participating in complex testing in the current year for entering in higher educational institutions) or the certificate on results of ENT (the graduates of the current year participating in uniform national testing) are exempted from entrance examinations and are allowed to a competition according to the conditions specified in point 16 of these rules.
The graduates of 11 classes who didn’t participate in complex testing of ENT take entrance examinations.
- Entrance examinations for arriving on training in the educational programs of technical and professional education providing training of specialists of an average link and having the following:
1) the general secondary education on three objects (Kazakh or Russian, history of Kazakhstan and a subject of a specialty profile) are carried out;
2) the main secondary education — in two objects in volume of general education training programs of the main secondary education (Kazakh or Russian and a subject of a specialty profile);
3) the technical and professional, postsecondary, higher education which isn’t corresponding to a specialty profile are carried out in a profile subject of specialty;
4) the technical and professional, postsecondary, higher education corresponding to a specialty profile are carried out in the form of an interview.
Entrance examinations for arriving on training in the educational programs of technical and professional education providing training by mass professions and more difficult (interfacing) professions are held in the form of an interview.
Entrance examinations in college are held in the Kazakh or Russian languages according to statements of arriving.
The list of general education objects of a profile of specialties of technical and professional education is defined according to the appendix 1 to these rules.
- For the persons arriving on training in the educational programs of technical and professional education providing training of specialists of an average link, entrance examinations are held: on full-time courses — from August 1 to August 28.
For the persons arriving on full-time courses according to the educational programs of technical and professional education providing training by mass professions to no more difficult (interfacing) professions, the interview is conducted from August 1 to August 28.
When holding entrance examinations:
1) in the form of testing quantity of test tasks (questions) in each subject 25; the correct answer to each test task is estimated by 1 point; for testing in three objects 2 hours 15 minutes, and in two objects — are allotted 1 hour 30 minutes; codes of the correct answers are hung out right after the end of testing; results of testing appear in day of its carrying out;
2) estimates “3”, “4”, “5”, received by results of entrance examinations are transferred by selection committee to points on the following scale: assessment “3” — 8 points, “4” — 17 points, “5” — 25 points.
- For ensuring compliance with uniform demands and permission of controversial issues at assessment of test tasks (questions) and examinations in objects, protection of the rights coming to College the appeal commission is framed.
The chairman, the secretary, members of the appeal commission are a part of the appeal commission.
The person who is not concordant with results of testing or an entrance examination in objects can submit the application for the appeal.
The application for the appeal is submitted to the appeal commission till 13 o’clock the next day after the announcement of results of testing or entrance examinations and surveyed by the appeal commission participation of the applicant within one day.
The decision of the appeal commission is made by a majority vote from a payroll of the commission. In case of equality of votes, the chairman of the commission has the right of a casting vote. Work of the commission is made out by protocols which subscribes by the chairman and all members of the commission.
- Retaking an examination of the test or an entrance examination on subjects isn’t allowed.
- Transfer in the list of students
- Transfer of citizens on training in College, is carried out according to petitions from citizens on a competitive basis.
A competition is held: on the basis of points of certificates of UNT; on the basis of points of the certificates issued by results of the entrance examinations held in the form of complex testing for entering higher education institutions of the Republic of Kazakhstan; on the basis of the points (estimates) got by results of entrance examinations in objects or in the form of testing, which are carried out by college.
When holding a competition on transfer score from three objects, the specified certificates of UNT or complex testing is considered.
Aren’t allowed to participation in a competition on transfer in the list of students of the person gathered:
- less than 25 points from two subjects for having the main general education;
- less than 35 points and more from three subbjects, for having the general secondary education.
Conditions of a competition have to guarantee respect for the rights for education and provide transfer of citizens of the most capable and prepared for development educational programs of technical and professional education.
Transfer according to the educational programs of technical and professional education providing training of specialists of an average link is carried out to the list of students:
Transfer according to the educational programs of technical and professional education providing training by mass professions and more difficult (interfacing) professions is carried out to the list of students from August 25 to August 30 on the basis of selection taking into account the estimates in profile objects specified in documents on formation of the main secondary or general secondary education, results of an interview. Conditions of selection are defined by college.
- 17. Transfer in college is made at a public meeting of selection committee separately on specialties.
- The persons which passed a competition are enlisted in the list of students by the order of the director.
